The report states that the Health Information Portability and Accountability Act (HIPAA) requires the use of the ICD-10-CM coding system to report all diagnoses in any setting, and ICD-10-PCS to report in-patient procedures as of 1 October 2013.

It explains that in addition to providing crucial information to measure quality care, assess patient safety, profile and determine at-risk populations and many other data-driven activities, coding also communicates to payers what services were provided and where payment is expected.
