A senior advisor to the Scottish Parliament has said that patients should pay up to £20 each time they visit their GP or stay in hospital.

Professor David Bell has advised MPs that the charges could raise about £300m a year for NHS Scotland.

He recommended that Scotland should follow the Swedish example, where about 3% of the country’s total health budget is provided by user charges.
